As part of the pilot project "Community Prosecutor," a four-day training was held in Kyiv from September 9 to 12 for representatives of four communities. The training focused on leadership development and building effective internal, public, and crisis communication.
Participants engaged in practical exercises on thinking outside the box, fostering creativity, and demonstrating leadership qualities under the guidance of Olena Nabokova, an expert in psychosocial support and the president of the NGO "Ukrainian Womanhood."

Oleksandr Kulchytskyi, a communications expert and Head of Communications at the International Renaissance Foundation, shared effective methods for engaging with different audiences, principles of crisis communication, and ways to integrate digital solutions into the daily work of prosecutors.
The participants also had the opportunity to speak with Viktoriia Litvinova, Deputy Prosecutor General. Community prosecutors shared their experiences, needs, and challenges in implementing the project.
A particularly valuable experience was engaging with Christian Levesque, Director of the War Crimes Accountability Group at the U.S. Department of Justice, and Jared Kimball, Resident Legal Advisor at the U.S. Department of Justice. The American colleagues shared insights into their work, how prosecutors operate in the U.S., their capabilities and authority, and the challenges they face. Understanding different legal systems broadens perspectives and enables analysis and improvement.
Some participants of the pilot project will soon have the opportunity to visit the U.S. and learn directly from their colleagues.

The "Community Prosecutor" project was launched in 2023. The pilot initiative is being implemented in four regions of Ukraine: the Halych District Prosecutor's Office in Lviv, the Bucha District Prosecutor's Office in Kyiv Oblast, the Bolhrad District Prosecutor's Office in Odesa Oblast, and the Prosecutor's Office of the Autonomous Republic of Crimea and the city of Sevastopol. The latter was included in the project considering the future implementation of nationwide policies on de-occupation, reintegration of temporarily occupied territories, and the development of transitional justice principles.
The program aims to enhance community safety and public trust in the law enforcement system through comprehensive partnerships between prosecutors, local governments, civil society, the media, and other stakeholders.
The project "Enhancing Capacity for Prosecutors of the Community Prosecutor Pilot Project and Specialists of the Coordination Center for Victims and Witnesses of War Crimes" is implemented by the Navkolo Charitable Foundation with the support of the U.S. Embassy's Law Enforcement Affairs Section in Ukraine.
